numerous years of experience in providing compliance with the National Environmental Policy Act of 1969 (NEPA), the federal regulations governing the Environmental Assessment (EA) and Environmental Impact Statement (EIS) processes.
Our firm has prepared EA and EIS documents for the U.S. Army Corps
of Engineers, the Federal Aviation Administration, the Florida
Inland Navigation District and Lynx. The L&A staff has
also been involved in the preparation of NEPA documents for the Department of the Air Force and the National Aeronautic and Space Administration (NASA).
The task of preparing a comprehensive NEPA document requires an extensive knowledge of the authorizing legislation, as well as agency-specific guidelines for compliance with the NEPA. L&A remains current with trends in NEPA
compliance through literature review and continuing education
seminars. Our firm has developed and maintained a good rapport with a wide-range of sources, providing an expedient and comprehensive source of research information. |

Project
Development and Environment (PD&E) Studies |

L&A has
provided specialty support for Project Development and Environment studies (or
similar) on numerous roadway projects throughout Florida. The
primary areas covered by L&A typically include: Wetlands, Aquatic Preserves, Water Quality, Outstanding Florida Waters, Wild and Scenic Rivers, Farmlands, and Threatened and/or Endangered Species.
Final documents encompass all data collection, coordination with regulatory agencies and alternatives analysis.
These reports follow the FDOT PD&E Manual and meet the requirements of NEPA as well as other
federal and state laws, regulations, and rules. |
