Karl Lotspeich is a Principal with
L&A and has been in the ecological consulting field since 1988. He has conducted preliminary land use assessments, wetland delineations, and listed species evaluations for over 300 sites throughout Florida. He has conducted all levels of ecological impact assessments including Florida Department of Transportation (FDOT) Project Development and Environmental (PD&E) studies and documentation for National Environmental Policy Act (NEPA) Environmental Impact Statement and Environmental Assessment studies.
Mr. Lotspeich is also a recognized qualified expert witness in wetland ecology, plant communities, and threatened and endangered species habitat requirements. He has developed mitigation/compensation programs for over 50 projects throughout Florida, including the restoration scheme for a ±200 acre site in South Florida and a ±120 acre site in Central Florida. He is knowledgeable in the application of ecological evaluation techniques including: Wetland Rapid Assessment Procedures (SFWMD, 1996 Draft), Hydrogeomorphic Classification for Wetlands (USACE-1993), Wetland Assessment Techniques (FDOT), and Habitat Evaluation Procedures (USFWS). |
